That pattern almost always points at surface water rather than groundwater — overflowing gutters, downspouts discharging at the foundation, or a grade sloping back toward the house. It is usually the cheapest kind of wet basement to fix, which is why we check it before recommending anything larger.
A French drain is passive and needs somewhere lower than the basement for the water to drain to. A sump pump does not depend on gravity and copes far better with sediment, but it needs electricity. Most of the systems we install combine perimeter drainage feeding a properly sized pit and pump.
